How much does it cost to employ someone in Malta?

Salary is only part of the bill. Here is what else an employer in Malta pays, and what comes off the employee’s payslip.

Employer social security

Malta’s Class 1 social security costs the employer 10% of the basic weekly wage. For anyone born in 1962 or later the contribution stops rising at a weekly wage of €559.30, so it tops out at €55.93 a week (about €2,908 a year). Employers also pay 0.3% into the Maternity Leave Trust Fund, capped at €1.68 a week. On a salary above roughly €29,000, the employer’s statutory on-cost is a fixed amount of just under €3,000 a year.

Employee deductions

The employee sees two deductions each month under the Final Settlement System (FSS):

  • Income tax is withheld at progressive rates. On the 2026 single computation, the first €12,000 is tax free, then 15% and 25% apply, with 35% on income above €60,000. Married and parent computations have wider tax-free bands.
  • Employee social security is also 10% of the basic weekly wage, with the same cap of €55.93 a week.

Assumes a single-rate taxpayer born after 1961, with statutory bonuses and COLA included in the salary. Married or parent rates, or the 15% Highly Skilled Individuals rate, would change the net figure.

Each month we calculate the deductions, pay the tax and social security to the Malta Tax and Customs Administration (MTCA) with the FS5 return, and send the payslip. You get one invoice for the salary, the statutory contributions and our fee.

Taking on an employee in Malta involves a short list of registrations before day one and a monthly routine after that.

Maltese law requires the employer to tell Jobsplus about every new starter on an engagement form, within four working days of the start date. The employee must also receive a written statement of their main terms, such as pay, hours, leave and notice, within the first seven days.

We can usually send the contract within hours of receiving your details. It follows the Employment and Industrial Relations Act and any Wage Regulation Order or collective agreement that covers the job.

We then add the employee to our payroll and give the tax authority their FS4 details. Every month we deduct FSS tax and Class 1 contributions, add the employer share, and file the FS5 return with the MTCA. We also pay COLA and the four statutory bonus instalments on time.

Candidates from outside the EU need a Single Permit from Identità before they can start. As the employer, we can apply for it, including through the Key Employee Initiative for roles paying at least €45,000, which targets a decision in five working days.

Some providers leave permit sponsorship to the client. With us, you can bring in non-EU talent without forming a Maltese company first.

A Maltese Ltd needs at least one director and one shareholder, a company secretary, a registered office in Malta and share capital of at least €1,165, with 20% paid up. The memorandum and articles are filed with the Malta Business Registry, which can register the company within days once due diligence is complete.

Next you open a local bank account, which can take weeks because of bank checks, then register with the MTCA for tax, VAT and an employer (PE) number, and set up a Jobsplus account. Most businesses also hire an accountant and auditor.

What are employees in Malta entitled to?

Maltese employment law sets clear minimums, and sector Wage Regulation Orders often add to them. Mistakes can lead to claims before the Industrial Tribunal or fines after a DIER inspection. These are the main entitlements in 2026.

192Hours a year

Annual leave

Full-time employees get at least 192 hours of paid leave a year, which is 24 days on a 40-hour week. Each public holiday that falls on a weekend adds a day, so the 2026 total is 216 hours (27 days). Part-timers receive a pro-rata amount.

14A year

Public and national holidays

Malta has 14 public and national holidays, the same across the islands. They include Freedom Day, Sette Giugno, Independence Day and Republic Day alongside the religious holidays.

2Weeks on full pay

Sick leave

Where no sector wage order sets a different rule, employees get at least two working weeks of paid sick leave a year, backed by a medical certificate. The employer pays full wages less any sickness benefit the employee receives from the state.

18Weeks

Maternity leave

Mothers get 18 weeks of maternity leave. The employer pays the first 14 weeks and can reclaim that cost from the Maternity Leave Trust Fund, and the state pays maternity leave benefit for the last four. Six weeks must be taken after the birth.

10Working days

Paternity leave

Fathers and second parents get 10 working days of leave on full pay straight after a birth or adoption. The employer can reclaim the cost from the Trust Fund.

4Months

Parental leave

Each parent can take four months of parental leave per child before the child turns eight, once they have 12 months of service. Eight of those weeks are paid at the sickness benefit rate.

FAQ’s

No. With an EOR, the person is employed by our own Maltese company. You avoid incorporation, a local bank account, audited accounts and MBR filings, and you can still hire as soon as the contract is signed.

For EU nationals, usually within one to two days of receiving the details we need. We issue the contract, submit the Jobsplus engagement form and add the person to payroll. Non-EU hires cannot start until Identità approves their Single Permit, so allow extra time for them.

With an EOR, you pick the candidate and they work for you alone, but on our Maltese payroll and a standard employment contract. A temporary work agency supplies workers from its own pool to client businesses, often for short assignments, under Malta’s Temporary Agency Workers Regulations. We act as an EOR for people you have selected.
